(Honolulu September 28, 2015 ) Republican presidential
candidate and Obama author/expert Andy Martin will hold a Honolulu
conference today, Monday, September 28th to announce he has asked the U. S.
Department of Homeland Security and congressional committees to open investigations
into lax homeland security practices at the Port
of Honolulu
“The Port of Honolulu Honolulu
is also a major passenger terminal for cruise ships. And yet lax security
practices that would get officials fired in New York
or Los Angeles are routine in Honolulu .
State officials refuse to take threat of terrorism seriously.
“The ship Judy K sat abandoned in the Port
of Honolulu Hawai’i state government took
notice. The abandoned boat was within blast range of the passenger terminal,
where thousands of cruise passengers arrive and depart. Even after the
abandoned boat sank state officials refused to remove the vessel because they
didn’t want to pay the cost.
“Five years ago I warned of lax homeland security practices
in Hawai’i , because the state is
a prime terrorist threat. We continue to maintain liaison with concerned local
employees who are aware of the dangers but feel powerless to blow the whistle.
What will it take for state officials to start taking homeland security
seriously?
“In my opinion, even President Obama’s security is
endangered by the lackadaisical attitude of state and local officials.”
Andy first landed in Honolulu
in 1967 and has been a regular visitor to the state since 2008.
Andy provides a summary of his findings below.
1. The results of our undercover investigation
A. Homeland security practices in Hawai’i
are abysmal to incompetent. State officials do not take the threat of terrorism
seriously.
B. The Port of Honolulu is a major security threat because
of the thousands of cruise passengers who arrive and depart, and the port’s
role in facilitating trade with Asia .
C. The boat Judy K should never have been allowed to sit abandoned
in the port for eight years, within blast range of the passenger terminal.
2. How our investigation was conducted
The investigation was conducted intermittently from April
through September, 2015 and followed up on earlier investigatory work in 2010.
A. Undercover observations
After receiving a tip in April we started circulating around
the port looking like down-and-outers. (A photo may accompany emailed copies of
this story.) The investigation is continuing.
B.
We also interviewed local individuals who have first
responder and security roles and who are uncomfortable with the lack of concern
shown by senior state officials in Hawai’i
about the terrorist threat to the port and the islands. PLEASE CONTACT US IF

3. What needs to be done?
A. Hawai’i state officials
Hawai’i state and local officials need to start taking
homeland security and counter-terror responsibilities seriously, and not
fobbing off on the federal government the need for vigilance at the Port of
Honolulu and statewide generally. There has been a disgraceful abdication of
responsibility by the rinky dink Hawai’i
state government. Tourism is big business in Hawai’i .
If there had been an explosion on the Judy J, and injury to passengers and
ships at the cruise terminal, the local economy would have been devastated.
There are still terror threats in the harbor. When are local and state
officials going to assign someone to take a basic spreadsheet and start mapping
and monitoring activity in the port?
B. DHS officials
DHS officials in Washington
need to investigate, preferably trough the Inspector General’s office, why
nothing was done with a phantom ship for eight years when that ship was within
blast range of a busy passenger terminal. Instead of accepting the promises of Hawaii
officials to do better in the future, DHS needs to develop a performance plan
with performance objectives and meaningful performance supervision of state and
local officials on a continuing basis.
C. FEMA officials
FEMA needs to coordinate and cooperate with DHS officials.
D. Congressional committees
We have asked congressional committees to open oversight
investigations of lax practices in Honolulu
and Hawai’i , and lax supervision
by DHS and FEMA officials that have the ultimate responsibility for
counter-terror operations. Why was nothing done for eight years when there was
a threat situation adjacent to the passenger terminal in the Port
of Hawai’i
